In a major step to strengthen India’s artificial intelligence ecosystem, Bhupendra Patel, Chief Minister of Gujarat, has granted in-principle approval for the establishment of the Indian AI Research Organisation (IAIRO).
The initiative aims to promote advanced AI research, innovation, and real-world applications across priority sectors such as healthcare, education, and agriculture.
Gujarat Approves Indian AI Research Organisation at GIFT City
Public-Private Partnership Model
IAIRO will be set up under a Public-Private Partnership (PPP) model involving:
- Government of Gujarat
- Central Government
- Indian Pharmaceutical Alliance (IPA)
Officials stated that this tripartite collaboration reflects a shared commitment to building a strong national AI capability aligned with the vision of Narendra Modi.
Structure, Location and Funding
The organisation will be operationalised as a Special Purpose Vehicle (SPV) at GIFT City, near Gandhinagar, from January 1.
Key structural details:
- Registered as a Section 8 non-profit company under the Companies Act, 2013
- Total project outlay: ₹300 crore over five years
- Funding split:
- Gujarat Government: 33.33%
- Central Government: 33.33%
- Private partner: 33.33%
- IPA will contribute ₹25 crore in 2025–26 as the anchor private partner
Alignment with National and State AI Strategies
The project aligns with the India AI Mission of the Ministry of Electronics and Information Technology and the AI Action Plan of Gujarat’s Science and Technology Department.
To support this initiative, the Gujarat government has also constituted an AI task force aimed at:
- Promoting sustainable development
- Improving quality of life through AI-driven solutions
- Encouraging AI use in public services
Mandate and Core Activities of IAIRO
IAIRO is envisioned as a multidisciplinary national AI hub with focus on:
- Advanced AI research and development
- AI-based product and solution creation
- Collaboration between academia, industry, start-ups, and government
- Intellectual property generation
- Capacity building and AI skill development
- Policy-oriented AI research
The organisation will operate on a hybrid compute model, combining on-premise infrastructure to support high-end AI workloads and long-term innovation.
