DRAP: Fast-Tracking Dumpsite Remediation

The DRAP initiative aims to accelerate the clearance of 214 major legacy landfills across 202 Urban Local Bodies (ULBs). These sites together hold about 8.8 crore tonnes of waste, which forms nearly 80% of India’s total dumpsite burden.

Key Features of DRAP:

  • Preparation of micro-action plans for every landfill site.
  • No new waste dumping after remediation.
  • Reclaimed land to be used for public and community development.
  • Target completion: Between September and October 2026.

Currently, 1,428 dumpsites are under remediation nationwide.

Funding and Progress

The Central Government has approved ₹550 per tonne of waste as financial aid. So far,

  • ₹4,181 crore has been disbursed.
  • Projects worth ₹10,228 crore have been launched.
  • 2,484 ULBs in 28 states/UTs have benefited.

Progress Report:

  • 1,048 of 2,476 dumpsites cleared.
  • Around 25 crore tonnes of waste removed.

These reclaimed lands are being turned into parks, green zones, and community infrastructure — helping cities become cleaner and more livable.

The DRAP implementation will follow a 5P framework, which includes:

  4. Project Management
  5. Partnerships

A real-time monitoring portal has also been launched to ensure transparency and accountability. Local leaders are being encouraged to adopt landfill sites using CSR and state resources.

For example, at Delhi’s Bhalswa landfill, 4.8 lakh tonnes of waste have been cleared in 2.5 months, and 40 lakh tonnes more are set for removal, potentially freeing 70 acres of urban land.

UiWIN: Boosting Urban Investment

Running parallel to DRAP, the Urban Investment Window (UiWIN) will act as a platform to attract private and international investments for urban development projects. Managed by HUDCO (Housing and Urban Development Corporation), UiWIN focuses on:

  • Channeling long-term concessional finance.
  • Partnering with World Bank, ADB, and multilateral agencies.
  • Scaling PPP (Public-Private Partnership) projects in sectors like:
    • Solid waste management
    • Urban mobility
    • Water and sewerage
    • Climate-resilient infrastructure

UiWIN supports India’s goal of creating self-sustaining, climate-smart, and investment-friendly cities.
