DRAP: Mission-Mode Dumpsite Remediation

The DRAP initiative will accelerate the clearance of 214 high-load legacy landfills across 202 Urban Local Bodies (ULBs). These dumpsites together hold around 8.8 crore tonnes of waste, nearly 80% of India’s remaining legacy waste.

So far, 1,428 sites across India are under remediation. Each city must:

  • Prepare micro-action plans for each dumpsite.
  • Ensure no fresh waste dumping after cleanup.
  • Reuse reclaimed land for public or community purposes, such as parks or civic spaces.

Funding and Land Recovery Achievements

The Central Government provides ₹550 per tonne as financial assistance for waste remediation.

  • ₹4,181 crore has already been released for projects worth ₹10,228 crore, covering 2,484 ULBs across 28 states and UTs.
  • So far, 1,048 dumpsites (holding around 25 crore tonnes of waste) have been successfully cleared.
  • This cleanup has freed approximately 7,580 acres of land, which will now be reused for green zones and civic development.

To ensure strong execution, DRAP will follow a 5P Framework:

A real-time monitoring portal has been launched for tracking progress.
Khattar urged local leaders to “adopt” landfills and use CSR funds and state resources to speed up remediation.

Example: At Delhi’s Bhalswa landfill, 4.8 lakh tonnes have been cleared in just 2.5 months, and another 40 lakh tonnes are expected to be remediated within a year—freeing nearly 70 acres of land.

UiWIN: Urban Investment Window

The Urban Investment Window (UiWIN)—anchored by HUDCO—is a one-stop investment platform designed to attract private investors and multilateral agencies like the World Bank and ADB.
It will finance and scale PPP-based urban projects in areas such as:

  • Solid Waste Management
  • Urban Mobility
  • Water and Sewerage Systems
  • Climate-Resilient Infrastructure

UiWIN will help align city development plans with global investors, boosting India’s sustainable urban renewal.
