Ministry of Panchayati Raj has launched SabhaSaar, an AI-enabled voice-to-text meeting summarisation platform, to improve transparency, efficiency, and documentation in grassroots governance.
The digital tool was introduced on August 14, 2025, and is being progressively adopted by Gram Panchayats across States and Union Territories for routine Gram Sabha and Panchayat meetings.

SabhaSaar has witnessed strong nationwide uptake within a short span.
- Tripura Pilot:
- All 1,194 Gram Panchayats encouraged to use SabhaSaar on August 15, 2025
- 1,047 Panchayats (87%) successfully adopted it on the same day
- Nationwide Usage:
- 12,667 Gram Panchayats on August 15, 2025
- 77,198 Panchayats during Gram Sabha on October 2, 2025
- 92,376 Panchayats as of December 3, 2025
This rapid adoption highlights growing acceptance of digital tools in local self-governance.
Ease of Use and Capacity Building
To ensure smooth implementation, the Ministry undertook several capacity-building measures:
- Issued a Standard Operating Procedure (SOP) to States and UTs
- Conducted physical and virtual training sessions for officials
- States and UTs further trained Panchayat representatives and staff
These efforts focused on ease of use, awareness, and confidence-building among grassroots institutions.
AI Infrastructure and Data Governance
SabhaSaar runs on AI and cloud infrastructure provisioned through the India AI Mission under the Ministry of Electronics and Information Technology.

Data Privacy and Regulatory Framework
