Products not included are:
Stainless steel
Coated, plated, or clad steel products
Most Vietnamese exporters must pay the full duty. However, Hoa Phat Dung Quat Steel JSC has been exempted because it had a low dumping margin.
Curbing Chinese Steel Diversion
Experts say that Vietnam has been used as a route for Chinese-origin steel entering India at cheaper rates.
In FY25, India imported 9.5 million tonnes of steel, including 2.4 million tonnes from China.
Early FY26 data shows a decline in steel imports, including a sharp fall in Chinese shipments.
The duty aims to reduce indirect inflow of Chinese steel into India.
